Parish Council Update – April 2012

Parking concerns were high on the agenda of the Osmotherley Area Parish Council meeting held in April, particularly inconsiderate parking in narrow roads and across the bus stop. This was drawn to the attention of the Police who attended one incident and were able to issue an enforcement notice. The Police reported that there has been an increase in the number of auto crimes and of opportunist breakins to dwellings as well as of anti social activity at the Cod Beck area and they have promised to raise their profile here. Alongside the parking issue is the need to ensure that once contractors start work at the new housing development on Clack Lane that they do not obstruct any of the entrances opposite this building site.

Fundraising is ongoing for a replacement mini bus and all monies raised as a result of the Ossy Stomp will go to this cause. Consideration has been given to marking the forthcoming Queens Jubilee and in discussion with the Gardening Club a sum of money will be setaside to purchase a large selection of white spring flowering bulbs and also some trees to commemorate the event.

It was noted that during bad weather when the Electrical supply to the area fails there is also a failure of the water supply and Yorkshire Water have been pressed to ensure that they have a robust contingency energy source available, and in working order to prevent any long term disruption to these essential supplies.

Parish Council Update – March 2012

The March meeting of the Parish Council was able to welcome PCSO McNeill who has been tasked with many rural concerns and he explained that under current conditions it is very unfortunately difficult to enforce no waiting restrictions due to the poor condition of the double lines. His brief also includes Farm Watch and he is endeavouring to raise the profile of this area of work and will be visiting as many rural properties as possible to see what assistance can be made available. He has also been asked to look into the manner where many children of all ages are cycling around after dark without lights and this is also to be taken up with the Schools Safety Officers.

The condition of the trees within the Churchyard has been assessed and if possible any work necessary to ensure these remain safe for years to come should be carried out before nesting time. Highways are still to complete some of the roadworks from previous months and in addition the setts damaged a month ago must be re-bedded in the interests of safety and the damaged grass will be attended to as well.

The meeting also learnt that the planning application which referred to the meteorological mast associated with the Bullamoor Turbines has been renewed but only after a vote with 4 Officers of the Hambleton Planning Committee voting against this renewal.

The Parish Council were pleased to be able to offer their congratulations to Raymond Barker and Freda Garrett on them being invited to York Minster to be recipients of Maunday Monies by The Queen.

Parish Council Update Feb 2012

Osmotherley Area Parish Council delayed the monthly meeting by a week to enable Members to attend an important meeting of the National Park at which planning concerns were discussed along with comments regarding the proposed housing scheme on Clack Lane which is now likely to be approved in turn allowing the development to go ahead. Other plans were discussed at Parish level and were supported with a proviso that where stonework was involved that it should use locally sourced material and not from elsewhere. Additionally concern was expressed about roofing materials and the planners were tasked to approve roof materials as determined by the Village Design statement.

Many members raised concerns about the state of various roads and footpaths, white lines and gulleys and all of these concerns will be passed to Highways with an expectation that they carry out the required work as quickly as possible in the interests of road and public safety. Following a recent road closure of the A19 many HGVs tried to negotiate the village and considerable damage was caused to the verges and grassed areas and Keith the caretaker will be attempting to remedy the damage to the grass, Highways will be informed about the loose cobble in the verges. Tenders were opened for work to repair the retaining wall on South End and a preferred contractor is to be appointed shortly with the anticipation that the work can be completed this spring.

It is anticipated that replacement safety bollards will soon be in place on North End and consideration to one at the School Lane/South End corner is to be given. Vehicles have been damaged on North End opposite Back Lane and the District Council have been approached with the view to using cctv to monitor this activity. Members were highly critical of traffic management in Northallerton and were prepared to give support to any initiate to alleviate the problems experienced there.

Dog fouling has again increased and a new trend has emerged where some persons or owners actually pick up the remains and then leave the plastic bag either on the verge, in a hedge or in fields, this is not only unsightly but if left in fields among livestock could lead to the deaths of grazing animals.

As well as the Parish opting not to raise its precept this year, both the County and District Councils have arrived at the same decision, lets hope that the Police and water charges are also kept at the same level as last year. The village school and that at Swainby have both been awarded a Green Flag in recognition of their energy saving policies and achievements.
